Citizen Security: A Shared Responsibility Javier Gamero Kinosita: Coordinator of IPA Peru in Europe Javier Gamero Kinosita is a Section Peru member, and former captain of the National Police of Peru, currently living in Switzerland. The Citizen Security Congress was co-organized by the IPA Peruvian Section, in collaboration with the International Institute for Global Security Studies (INISEG) based in Madrid. This academic conclave brought together the state, private sector, society and academia, to analyse the complex phenomenon of transnational security in the 21st century. To this end, concepts were analyzed with political and criminal focus, across a multi-national arena. Security themes included: citizen security, human security, human rights, internal order, public order, objective & subjective security, national security, democratic security doctrine, family & sexual violence, extortion, hired assassination, kidnapping, foreign criminality, transparency & accountability, local governance, ethics & integrity, and moral values. Human-centered citizen security Citizen security is essential in contemporary democratic society, and an inherent right of every citizen. Its core is centered on freedom of action, without illegitimate restrictions. Citizen security should not be state-centric, i.e. it should not be a function of the state and national interests, but rather citizen security should be human-centric, i.e. focused on protecting all citizens. Citizens must be free from fear and need.

Citizen security and sustainable human development A broader concept of citizen security in the 21st century was outlined at the event, which includes respect for human rights, the promotion of social justice, the fight against discrimination, poverty and ignorance, respect for the environment, the eradication of violence, and the fight against corruption and impunity. Citizen proximity policing or community policing Today, community policing is no longer considered a policing strategy, but rather a philosophy that turns the citizen into an active actor against crime. This philosophy led today’s police to establish community partnerships and neighborhood volunteering, by identifying neighborhood leaders, from schools, merchants, and community organizations. Together, they seek mutually beneficial solutions to address vandalism, school dropouts, drug & alcohol abuse, gangs, youth violence, etc. Examples include: the community policing of Japan’s Koban system, Baojia’s Confucian-inspired local policing system and Israel’s Multipol system, which were all analyzed at the seminar. Final reflection Citizen security is a democratizing concept in Latin America, that strengthens human rights and the culture of peace. It is an essential element for governability in the modern rule of law.

On the Falklands Beat Bill Story Derbyshire Branch

Derbyshire Branch recently hosted the Chief of Police of the Falkland Islands, Barry Thacker. Barry was an Inspector in Derbyshire until his retirement, and remains a Branch member. But after a few years retirement, he applied for and was accepted as a Constable on the Falklands. Within a few months he had progressed to Inspector Rank again. After two years, he moved to St Helena for a spell there, and earlier this year he returned to The Falklands as Chief of Police. With 28 members of staff he is responsible for The Falklands, South Georgia, South Sandwich Islands and British Antarctica. Now there’s a patch! Response time from The Falklands to South Georgia is four days by boat, if the seas are not too bad.

Barry and Bill

With just 65 arrests last year, it is not the busiest place to Police, but with the cruise ships bringing 2 - 3 times the population of the island, they have their moments. He is also responsible for the small prison attached to the Police Station. There is a constant risk of re-invasion by Argentina, but 99.8% of the population consider themselves British. There is a large military presence on the island, and the Military Police are also Special Constables, so can assist the civilian Force. Barry was presented with an engraved plaque by Branch Chairman, Bill Storey. This will now be displayed in Port Stanley Police Station as a mark of friendship.
